"Quarter of" is "quarter before", as far as I'm aware. I'm pretty sure it's mainly a Philadelphian thing -- or at least that's what I'm told. "Quarter of five" would therefore be 4:45. I've heard it used quite a bit, but it's slightly confusing sometimes even for me.
