I've always known 'quarter of' to mean 'quarter after', and I thought it was British. I've definitely heard it, but it's not natural for me to use, personally.

(Enough contradictions for you?)

I do say 'quarter t'five', but it's short for 'to'. Have almost never heard 'till', as far as I know.
